Nearshore Electronics Manufacturing in the Dominican Republic

Nearshore electronics manufacturing means producing your electronics in a nearby country instead of Asia. Fenix Manufacturing Solutions builds PCB assemblies, SMT boards, wire harnesses and electromechanical assemblies in a Dominican Republic free trade zone, under an ISO 9001:2015 quality system, and ships them duty-free to the United States under DR-CAFTA, in the same time zone as the U.S. East Coast.

What nearshore electronics manufacturing means for U.S. OEMs

When it comes to nearshore electronics manufacturing, Fenix focuses on one thing: building your product close to home, without the tariffs and without the eleven-hour time gap. You send the designs, the bill of materials and the volumes. We build them and ship them duty-free into the United States.

Nearshore manufacturing moves production out of Asia without bringing it onshore. For a U.S. OEM that means a partner in your time zone, shipping in days rather than weeks, and a plant you can audit without a week of travel. Fenix has manufactured in a San Pedro de Macorís free trade zone since 1987, under an ISO 9001:2015 quality system, with duty-free entry under DR-CAFTA for goods that meet the rules of origin.

How to move a program to a nearshore EMS partner

  1. Send the RFQ and the BOM

Drawings, Gerber files, test specifications, approved vendor list and expected annual volume. A partial package is enough to start.

  2. Design for manufacturing and test review

We go through the package and come back with the changes that affect yield, cost and testability before anything is quoted.

  3. Quote, NRE and tooling plan

You get the unit price, the non-recurring engineering cost, the tooling and fixtures required, and a written statement of who owns them.

  4. Prototype build

A small run on the same line and the same process that will build production, so the results carry over.

  5. Pilot run and first article inspection

We build to your acceptance criteria and document the results before volume is released.

  6. Volume production

Scheduled builds, component traceability and a named contact for the program.

Nearshore manufacturing terms, defined

Nearshore manufacturing

Nearshore manufacturing is production in a country close to the end market rather than on the other side of the world. For a U.S. company that usually means the Caribbean, Central America or Mexico. What it buys is shorter transit, overlapping working hours and practical plant visits, at a labor cost well below onshore production.

Offshoring

Offshoring moves production to a distant low-cost country, most often in Asia. Unit price is the advantage. What comes with it is transit measured in weeks, a working day that barely overlaps with the United States, week-long audit trips, and tariff exposure that changes with trade policy.

Onshoring (reshoring)

Onshoring, also called reshoring, returns production to the company’s own country. It removes tariffs, transit and time-zone friction entirely, and it carries the highest labor cost of the four models. Many OEMs pair a reshored line for critical programs with a nearshore partner for volume.

Friendshoring

Friendshoring places production in countries considered political and trade allies, regardless of distance. The goal is to reduce geopolitical risk rather than transit time. A friendshored supplier can still sit twelve time zones away, so the operational advantages of nearshoring do not automatically come with it.

Electronics manufacturing services (EMS)

An EMS provider builds electronic products for other companies. The scope usually covers procurement, PCB assembly, test, mechanical integration and shipping, under the customer’s design and brand. Fenix Manufacturing Solutions operates as an EMS provider from a free trade zone in San Pedro de Macorís, Dominican Republic.

Free trade zone

A free trade zone is a designated area where companies import materials and export finished goods under a separate customs and tax regime. The Dominican Republic operates 87 free zones with 820 companies and close to 200,000 employees, according to ITIF. Fenix manufactures inside one of them.

DR-CAFTA

DR-CAFTA is the free trade agreement between the United States, the Dominican Republic and five Central American countries. For electronics it matters because qualifying goods enter the United States duty-free. Qualification depends on the rules of origin, not on the country where final assembly happens.

Rules of origin

Rules of origin are the criteria that decide whether a finished product counts as originating under a trade agreement. A product qualifies through a tariff shift, a regional value content threshold, or both. The importer carries the burden of documenting it, which is why the bill of materials is reviewed at quoting.

Total landed cost

Total landed cost is the full cost of a delivered unit: price, freight, duties, insurance, inventory sitting in transit, rework and expediting. Unit price alone hides the rest. Nearshore programs often win on total landed cost even when the quoted unit price is not the lowest on the table.

China plus one

China plus one is the practice of keeping production in China while qualifying a second source in another country. It protects volume against tariffs, shipping disruption and single-country risk. The Dominican Republic works as that second source for U.S.-bound electronics because qualifying goods enter duty-free under DR-CAFTA.

Line transfer

A line transfer moves an existing program from one contract manufacturer to another. It starts with the documentation package: bill of materials, drawings, test specifications, approved vendor list and existing first article reports. It ends when a pilot run matches or beats the incumbent’s results against your acceptance criteria.

Frequently asked questions

What is nearshore electronics manufacturing?

Nearshore electronics manufacturing is the production of electronic assemblies in a country close to the end market rather than in Asia. For U.S. companies that usually means the Caribbean or Latin America. The goal is shorter transit, overlapping working hours, practical audits and lower tariff exposure, at a labor cost well below onshore production. Fenix builds these programs in a Dominican Republic free trade zone.

Proximity, trade terms and cost. The island is a short flight from the U.S. East Coast and works in the same hours, so engineering reviews happen during your working day. Goods that meet the rules of origin enter the United States duty-free under DR-CAFTA. And the World Bank puts Dominican hourly labor cost at about six percent of the U.S. rate.

Only if the product meets the agreement’s rules of origin. DR-CAFTA does not grant duty-free entry by location alone: the finished good has to qualify through a tariff shift or a regional value content rule, and the importer has to be able to document it. We review the bill of materials against those rules while quoting and tell you whether your product qualifies.

Fenix operates under an ISO 9001:2015 certified quality system, and the certificate is published on this site so you can verify it before placing an order. If your program requires a standard we do not currently hold, we will say so rather than work around it.

A transfer starts with the documentation package: bill of materials, drawings, test specifications, approved vendor list and any existing first article reports. We rebuild the process on our floor, run a pilot against your acceptance criteria, and compare the results with your current supplier’s before anything ships. Tooling and fixtures are moved or rebuilt according to what is agreed in writing at quoting.

Send the bill of materials, the Gerber files or drawings, the test requirements and your expected annual volume through the quote form on this page. If the design is still moving, send what you have: the design for manufacturing review can start on a draft package. You get back either a quote or the specific questions that are blocking one, and a named contact.
